Alright back in the old days no looting system and no new swords I loved voodoo! So I will teach you my ways of mastering staff!!!! This guide will help you lvl up at your favorite spots plus the fastest way to do it.
Lvl 1 -15

20-30 Optional
Now Bridge I went to alot and got alot of rep. I put optional to keep going here because you can go in front of bridge and get the tree guys there that will also give u some good rep.

Ok taking on 4 of these guys are not easy. I came here with another friend of mine and we did really good here but we were very high lvl in staff.

This place south idol is very helpful. I help my little sis and come here. And they give some pretty decent rep.

Thrall room i have to say it really good. It depends what enemies you have. If you have urchanfist well thats pretty easy because they take for ever to throw grenades. But if you get alot of thrall captains you are in trouble. Use like your gun to take it out real quick if there alot of them.
Tips:
1: Weaker damage= More rep! Use a weaker staff just buy a cheap one.
2: Skills! Skills I use to lvl up alot was conservation because it made voodoo take less because i ran out my voodoo real quick. Concentration boost your voodoo recover rate. Spirit Lore help by making to moves go by faster as well to cast.
